The NBN Fixed Wireless and Satellite Upgrade Program (the program) will provide funding in 2021-22. The program forms part of the Australian Government’s 2022-23 Budget.

The purpose of the program is to improve the quality of broadband services available for the more than one million households and businesses that can access NBN services via the NBN fixed wireless and satellite networks. This will enable Australians accessing these services in regional, remote and peri-urban Australia to realise the full potential of digital technologies and communications services.

The objectives of the program are:

• To upgrade and future proof the NBN fixed wireless network
• To enable the maximum possible data increase for NBN Sky Muster satellite users
• To improve the quality of broadband services available to the one million premises in the NBN fixed wireless and satellite footprint.

The intended outcomes of the program are:

• Expansion of the NBN fixed wireless network to cover additional areas currently able to access the NBN via NBN Sky Muster satellite services
• For premises on the NBN fixed wireless network: Access to increased peak wholesale speeds (both download and upload speeds) and increased minimum busy hour speeds
• For premises on the NBN Sky Muster satellite network: Access to increased data allowances and enhanced satellite network performance.

This grant opportunity was undertaken using a closed non-competitive grant with NBN Co Limited (NBN Co) (ABN 86 136 533 741) as the only applicant invited to apply.

The Australian Government allocated a total of $480 million in the 2021-22 financial year for a Grantee capable of upgrading the NBN fixed wireless and satellite networks.

The project must be completed by 31 December 2024. A further extension of the project period may be approved provided the applicant applies for an extension prior to 31 December 2024 and as part of that request provides a detailed explanation of progress to that point, the reason for the delay in completing the project, and a timeline for completion.
