The Comprehensive Primary Health Care – Rolling Funding Arrangements (CPHC RFA) is a component of the Indigenous Australians’ Health Programme (IAHP). It contributes to the IAHP’s objectives by providing First Nations people with access to high quality, culturally appropriate comprehensive primary health care services tailored to the health needs and priorities of First Nations communities across Australia.

The Australian Government has established four-year rolling funding arrangements with Aboriginal Community Controlled Health Services (ACCHSs) that deliver comprehensive primary health care through CPHC RFA. This funding was provided through previous grant opportunity (GO6742). These rolling funding arrangements seek to enable greater certainty and stability for ACCHSs that deliver comprehensive primary health care, thereby strengthening the ACCH sector’s capacity to improve health outcomes for First Nations peoples. 

The purpose of this current grant opportunity is to fund eligible ACCHSs to deliver comprehensive primary health care. This funding will be available over six years from 2026-27 to 2031-32. This grant opportunity extends the program and supersedes grant opportunity GO6742. As additional ACCHSs satisfy the eligibility criteria, these organisations may be considered for CPHC RFA funding under these grant opportunity guidelines. These eligible organisations may be identified and approached at any time as appropriate by the department during the six-year grant period.

To be eligible, you must:

• be an Aboriginal Community Controlled Health Service (ACCHS) delivering culturally safe comprehensive primary health care services tailored to the health needs and priorities of First Nations communities 

• have submitted the prerequisite minimum of two years of activity level data (client numbers and episodes of care) in the Online Services Report (OSR), and

• have received an invitation from the department to deliver services under the CPHC RFA. 

As other organisations satisfy the eligibility criteria, the department may consider inviting these organisations to receive CPHC RFA grant funding under this grant opportunity. 

To be invited to receive CPHC RFA funding, an organisation will be an ACCHS previously funded under an application-based IAHP grant opportunity to deliver culturally safe, comprehensive primary health care services in an identified area of need. 

Eligibility for invitation will be determined by an assessment of demonstrated capability, based on past performance and reported data. Invitations may be issued at any time during the grant period. 

The grant opportunity is a non-competitive process to facilitate delivery of CPHC RFA. Only ACCHSs that satisfy the eligibility criteria for this grant opportunity will be eligible. These eligibility criteria enable the department to ascertain that ACCHSs have demonstrated the necessary experience and capability in delivering culturally safe comprehensive primary health care under the IAHP and have submitted the activity data necessary for IAHP PHC Funding Distribution Model calculations to be undertaken to allocate grant funding under this grant opportunity.
