Refinery Upgrades Program – Phase 2 (Aromatics)
The Refinery Upgrades Program (the program) will support upgrades at domestic refineries to assure the domestic production and supply of better quality fuel in line with the introduction of improved fuel quality standards in 2025. The program will also support refining capability in Australia, safeguard Australia’s liquid fuel security and maintain associated fuel security benefits.
Under the program, support is expected to be provided to upgrade the following major domestic refineries:
- Lytton Refinery, Queensland
- Geelong Refinery, Victoria.
These refineries were selected to participate in the program on the basis that they produce relevant key transport fuels at volumes that are significant to Australia’s fuel security.
The objective of the grant opportunity is to provide funding to the owners of Australia’s two major domestic refineries to plan, design and conduct major infrastructure upgrades.
Phase 2 Grants support the domestic production of petrol that enables the implementation of Euro 6d noxious vehicle emissions standards.
The intended outcome of the grant opportunity is to:
- support domestic production of a 95 RON grade petrol with a maximum 35% aromatics content, equivalent to the European standard (lower aromatics 95 RON), to enable supply of lower aromatics 95 RON by December 2025.
