The objective of the Community Broadcasting Program (the CBP) is to assist community broadcasters to deliver community radio and television services in support of media diversity and social inclusion and to provide opportunities for media training and skills development.
The CBP supports the achievement of the Department of Communications and the Arts' objective to promote an innovative and competitive communications sector so all Australians can realise the full potential of digital technologies and communications services.
Due to the specialised nature of the Community Broadcasting Program (CBP), this grant opportunity has been established as a closed non-competitive process by Ministerial decision. The Government will provide the grant funding to one pre-determined recipient - the Community Broadcasting Foundation (CBF) - to support community broadcasting organisations through the CBP.
The Department considers that this is an appropriate type of selection process given the objective of the CBP is to assist community broadcasters to deliver community broadcasting services, and that the CBF has proven itself to be an efficient, economical and ethical grants administrator for the community broadcasting sector.
Sections 5 and 6 of the attached guidelines set out the process to be undertaken between the Department and the CBF.
