Description:

CoS ISP Direct Funding model

The CoS ISP Direct Funding model is one of the three models under the CoS Programme. This model provides continuity of support for eligible CoS Clients seeking increased autonomy and independence. Although the broader CoS Programme began on 1 December 2016, direct funded clients will only begin as CoS clients from 1 January 2018.

Under current state-managed arrangements, a range of State Governments are currently paying some clients a cash budget directly into a bank account created for managing their own disability supports and services to meet their specific needs.

The Department of Health on behalf of the Commonwealth is seeking applications for the National delivery of the CoS ISP Direct Funding model to replace the current state-managed arrangements. The successful applicant must have the capacity to deliver this model across 7 states and territories to 127 older people with disability. Applicants should be capable of meeting all three selection criteria which are outlined in Part C of the Application Form which can be downloaded together with the Commonwealth Continuity of Support Programme Guidelines Overview which outlines additional information about the Programme.

The estimated cost of a grant to deliver the CoS Direct Funding model to these clients over this time period (noting the CoS Programme will continue until all clients have exited the Programme) is $12,700,415 including GST under this selection process.

This amount excludes indexation at this point (to be applied as part of the Funding Agreement development) and includes:

• $12,038,305 excluding GST for client budget amounts over three financial years; and

 

• $662,106 inc GST for an administration component (up to 5% of the client budget amounts).

Eligibility:

As per section 2.3 of the CoS Program Guideline Overview the following entity types meet the eligibility requirements for a grant for this activity:

• Incorporated Associations (incorporated under state/territory legislation, commonly have 'Association' or 'Incorporated' or 'Inc.' in their legal name)

• Incorporated Cooperatives (also incorporated under state/territory legislation, commonly have ‘Cooperative' in their legal name)

• Companies [incorporated under the Corporations Act 2001 – may be a proprietary company (limited by shares or by guarantee) or a public company]

• Aboriginal Corporations [incorporated under the Corporations (Aboriginal and Torres Strait Islander) Act 2006]

• Organisations established through a specific piece of Commonwealth or state/territory legislation (public benevolent institutions, churches, universities, unions etc.)

• Partnerships

• Trustees on behalf of a Trust

• State and territory governments

• Local governments

 

For the Direct Funding Model – Individual Support Packages (ISP) – Grant Opportunity the successful applicant must also have experience in the core functions of the Direct Funding Model and demonstrate this in the Application Form which can be downloaded on the documents page.

Grant Activity Timeframe:

Funding is available over 3 Financial years commencing in 2017/18.
